Danny Rose is out after undergoing surgery on his knee, while Erik Lamela remains unavailable with a hip injury.
However, Christian Eriksen may return after being an unused substitute at Leicester.
Tottenham head into the game at the KCOM with second in the table guaranteed, while the Tigers have already been relegated.
