The 31-year-old has won the event three times in Montpellier while he also lifted the trophy in 2006 when it was played in Lyon and called the Grand Prix de Tennis de Lyon.
The Frenchman was an underdog going into Saturday's semi-final but pulled off a 6-4 0-6 6-3 triumph over the Belgian ace to book his spot in the final.
Gasquet, who is now ranked 33rd in the world, won in one hour, 48 minutes and will be looking for his 15th ATP Tour title in Sunday's showpiece.
He will play compatriot Lucas Pouille in the final after third seed Jo-Wilfried Tsonga retired with the scores at 5-5 in the second set, having taken the opener 6-1.
