Ashley Williams returns from suspension for Everton when Burnley visit on Saturday while Morgan Schneiderlin should keep his place.
Williams is expected to go straight back into Ronald Koeman's side while Schneiderlin suffered no after-effects following his first start in three matches last weekend after an ankle problem, so is likely to be in the XI again.
Ramiro Funes Mori and Yannick Bolasie (both knee), James McCarthy (hamstring), Seamus Coleman (broken leg) and Aaron Lennon are all missing.
Midfielder Muhamed Besic came through 45 minutes with the Under-23s in midweek as he builds up his fitness after a knee operation on the eve of the current season.
The Blues are seventh in the Premier League and while a top-four finish and Champions League football next season now looks beyond them, Koeman admits finishing as high as possible and landing Europa League football is a big aim.
He said: "If you ask the players one by one, everyone will mention they like to play Champions League: for every manager, for every player and also the fans.
"Our next step is to play in Europe. It will be difficult but if we finish fifth or sixth it would be perfect as you don't play any qualification games for the Europa League."
Provisional squad: Robles, Holgate, Williams, Jagielka, Baines, Schneiderlin, Gueye, Barkley, Davies, Mirallas, Lukaku, Stekelenburg, Pennington, Kenny, Barry, Calvert-Lewin, Valencia, Lookman.
